On September 7, 2026, the Ministry of Industry and Trade officially issued Decision No. 2174/QD-BCT on the imposition of anti-dumping duties on certain ceramic and porcelain tile products originating from the Republic of India. The decision marks an important step in the use of trade remedy measures to promote a transparent competitive environment and protect the legitimate interests of Vietnam’s domestic tile manufacturing industry.

Ministry of Industry and Trade’s Decision – Restoring Fair Competition in the Domestic Market

According to the investigation findings, the investigating authority determined that certain goods imported from India were being dumped into the Vietnamese market. Evidence also indicated that these imports posed a threat of material injury to the domestic industry and that a causal relationship existed between the dumping practices and the identified threat of injury.

Based on the investigation results, Decision No. 2174/QD-BCT officially imposes anti-dumping duties ranging from 5.55% to 45.30%, depending on the respective manufacturer or exporter. The measure applies to certain ceramic and porcelain tile products originating from India, manufactured from clay and/or other inorganic materials and fired at high temperatures, whether glazed or unglazed.

The measure is not intended to restrict legitimate trade activities, but rather to address the impacts of dumping identified through the investigation process. It therefore helps establish a fairer competitive landscape for both domestically manufactured and imported products, while reducing prolonged pressure on local manufacturers caused by abnormally low-priced imports.

VTHM Group – A Pioneer in the Anti-Dumping Initiative

As one of Vietnam’s major tile manufacturers, with a brand ecosystem comprising Perfetto, Vitto, Vincera and Vinlux, VTHM Group was among the pioneering enterprises pursuing the case. The Group closely monitored market developments and joined other industry players in requesting that the competent authorities investigate indications of dumping involving ceramic and porcelain tile products originating from India.

Domestic manufacturers worked together to compile a comprehensive dossier supported by extensive data reflecting their production and business activities. Information covering production output, capacity, selling prices, costs, inventories, profits, employment and investment had to be systematically consolidated, reviewed and provided in a transparent and consistent manner.

On July 2, 2025, the petition submitted by nine enterprises representing the domestic manufacturing industry was determined to be complete and valid. VITTO Group Joint Stock Company, a member of the VTHM Group ecosystem, was the company named as the petitioner in the dossier.

Following the appraisal process, on August 18, 2025, the Ministry of Industry and Trade issued Decision No. 2333/QD-BCT, officially initiating an anti-dumping investigation into certain ceramic and porcelain tile products originating from India under case code AD23.

The process demonstrates that despite competing directly in the marketplace, manufacturers can still join forces in pursuit of a shared objective: maintaining a transparent and fair business environment while laying the foundation for the long-term development of Vietnam’s tile industry.

From Trade Remedies to Strengthening Competitiveness

From a business perspective, VTHM believes that the imposition of anti-dumping duties should neither be interpreted as a reduction in competitive pressure in the domestic market nor regarded as grounds for unreasonable price adjustments.

On the contrary, as unfair competitive practices are gradually addressed, Vietnamese manufacturers have an even greater responsibility to demonstrate their capabilities through tangible values, including product quality, manufacturing technology, design, new product development and service excellence.

This requirement is becoming increasingly important as the ceramic industry enters a period of significant technological and environmental transformation. Improving kiln efficiency, optimizing the consumption of raw materials and energy, developing alternative fuels and utilizing waste heat are becoming essential approaches to enhancing production efficiency while progressively reducing emissions.
